Once nicknamed the North Star City, for years Legacy has been a shining example to the rest of the world; a leader in the arts and sciences, a place where anything was possible.

Until recent years.

Over the last decade, Legacy has slowly been in decline, as though a cancer is eating away at the great metropolis. Small businesses are being closed or bought out by heartless corporations; crime has exploded throughout the city, spilling on to the streets. The police do their best, but cutbacks and corruption at the highest levels have severely curbed their ability to serve and protect.
